REACH & Recycled Aggregates – Simplified Guidance
Where aggregates are recovered from waste, e.g., from demolition, and are processed such that they cease to be waste, pre-registration of certain materials is required to cover this under REACH. This has arisen due to an interpretation, made by the European Commission, of REACH and its interaction with the Waste Framework Directive. In the longer term, a solution is expected which would mean that recovered aggregate producers do not need to take further action under REACH. Under REACH the best way to proceed is to treat recovered aggregates as a mixture of different substances: natural stone, glass, asphalt (road material), brick and/or tiles etc and concrete. The stone and glass are exempt from registration under REACH and for the remainder, three or four substances need to be pre-registered. These substances are:

In REACH IT this is pre-registered using the option to use the chemical name.
