WRAP to Investigate Potential for New National Recycling Framework to Boost Recovery of Construction Waste


WRAP (Waste & Resources Action Programme) has launched a new feasibility study and industry consultations to assess the potential and need for an innovative new construction waste recycling framework.

If implemented, a new construction framework would provide construction companies and their waste managers with clear and easily accessible information in relation to the processing and recovery routes for waste generated across the construction, demolition and excavation sectors. It is intended that this will help the construction industry to realise significant savings on the costs associated with waste disposal and identify new waste management contractors to help them meet their waste reduction and recovery targets.

Determining how such a framework might work and what form it should take is an important part of this consultation process but it is thought it might include specific materials management advice, the locations of waste management facilities, contact details and guidance on the most effective way in which to reduce and recover waste throughout the life of a construction project.

To ensure best value for users, WRAP is looking to consult with leading construction companies in order to understand their knowledge and experience of best practice waste reduction techniques. The best examples will then inform the need for, and development of, a construction waste recycling framework.

WRAP’s Material Recycling programme manager, Mike Falconer Hall, explained: “WRAP is committed to helping the construction sector halve the amount of waste it sends to landfill by 2012 and the development of a construction waste recycling framework could significantly aid the industry as it drives towards the target. In order to assess whether this tool would be useful and how it could best meet the needs of the construction industry, we first need to understand how companies and businesses view the resources and communications networks that are already available. We know we can help support both sectors in their drive to improve resource efficiency and reduce the amount of waste being sent to landfill.”

WRAP is now calling for feedback from both the construction and waste management industries to determine the scope and potential for the new framework as well as thoughts as to what format would be most useful. This process will include assessments of the current waste management networks, resources and tools already being used by the sector.
