CPA Names Regulations Industry Wants Simplified


The Construction Products Association (CPA) has welcomed the British Government's pursuit of a deregulatory agenda and in support of this has submitted to the Cabinet Office proposals for simplification of a number of regulations affecting the construction products industry.

Commenting on the proposals, Chief Executive Michael Ankers said: "Environmental regulations seem to be the source of many of the burdens that companies in our industry face. We generally support the Government's objectives; the problem for companies is the manner in which regulations are implemented and the unnecessary burdens placed upon their operations.

"Many brick manufacturers would, for example, like to use calcined sewage sludge, a waste material that the water industry has to pay to dispose of. However, the existing licensing requirements are too onerous and expensive for companies to seriously contemplate taking the waste to re-use it.

"Manufacturers find that to satisfy requests for information to support applications for the Integrated Pollution Prevention and Control Regulations, it is necessary to photocopy over 92,000 sheets of paper; 20% in full colour. The work involved is estimated to cost around £45,000 per annum.

"Many of our members have highlighted the strains placed on their operations by having to repeatedly apply each year for a separate waste licence for each of their sites dealing with hazardous waste. Costs involve not only paying for the licence, but administration costs which can be as much as £8,000 in order to obtain a waste transfer licence for each site.

"The Association's aim in submitting these proposals is to be constructive and work with the Government to eradicate the unnecessary administrative burdens that companies within our industry currently face. In each of the areas we have identified, our submission provides clear and workable solutions to the problems our businesses face."
